This comprehensive session walks participants through the Management and Occupancy Review process, from scheduling and the initial desk review through the on-site visit, final report, and owner response. Attendees will learn how reviewers use Form HUD-9834 and its addenda to evaluate management practices, tenant files, leasing and occupancy, maintenance, fair housing compliance, EIV procedures, and other areas of property operations.

The training offers detailed guidance for using Addendum C as a preparation checklist and Addendum A as a tenant-file self-audit tool. It addresses commonly reviewed documents, including applications, waiting lists, leases, lease addenda, rejection notices, annual inspection records, AFHMP materials, work-order logs, vouchers, rent rolls, income-targeting records, EIV documentation, VAWA forms, and tenant selection plans. Participants will also learn how to prepare HOTMA-compliant policies without prematurely implementing requirements that are not yet effective for HUD Multifamily Housing. The session concludes with practical strategies for managing the day of the MOR, communicating with the reviewer, responding to questions, and protecting the property’s overall score.
